Pool deck construction in Greenville, NC is where a lot of otherwise good pool projects fall apart, usually two or three years after everybody shook hands. The pool is fine. The deck has settled at one corner, the coping line has opened up, and there is a puddle that never leaves. It is a base preparation and drainage problem almost every time, and in Pitt County it is a base preparation and drainage problem more often than in most places.
Sand does not compact itself
Our ground is Coastal Plain sediment — sand and sandy loam, easy to excavate and slow to settle once it has been disturbed. When a pool goes in, a substantial ring of ground around the shell gets dug out and put back. That backfill is the deck's foundation. If it goes back loose and gets a slab poured on it within the week, the slab is sitting on material that will consolidate for years.
Do it properly and the same ground is perfectly good to build on. Backfill in lifts of six to eight inches. Compact each lift mechanically, with water where appropriate. Use a stone base over the top rather than pouring straight onto sand. Where the deck meets the coping, the load path is short and unforgiving, so that zone gets the most attention.
The single question that predicts whether a deck will settle: was the backfill compacted in lifts, or was it pushed in with a machine and leveled? You cannot tell by looking once the concrete is down, which is why it is worth asking beforehand.
Drainage, in a place that gets 20 inches of rain in a weekend
Eastern North Carolina rainfall does not arrive politely. Hurricane Floyd put roughly 20 inches on Greenville in September 1999, on ground already saturated by Dennis ten days earlier, and drove the Tar River to a record crest. Matthew in 2016 pushed the river to its third highest crest and flooded Pitt-Greenville Airport. Florence came through in 2018. Between named storms we get intense summer convective downpours that dump two inches in an hour.
A pool deck has to move that water somewhere. Not into the pool, which throws chemistry and carries grit. Not toward the house, which is how you get water at a slab edge or in a crawlspace. And not into a low corner of the yard that is already the wettest spot on the property.
So decks get a deliberate fall — usually about a quarter inch per foot away from the water — and a plan for where it goes. That may be a channel drain along the house side, area drains at low points, or a simple graded escape route to a swale. On flat lots we frequently end up piping to daylight at a ditch or property edge, which is the only honest way to get water off ground that has no natural fall. Where you cannot get fall, permeable pavers set on an open-graded base let the water go down instead of across, and in our sandy subsoil that works genuinely well.
Concrete, pavers or travertine
Poured concrete
The most common and the least expensive per square foot. Broom finish, salt finish, stamped or integrally coloured. The essentials: adequate thickness, reinforcement appropriate to the use, and control joints cut early and spaced so the slab cracks in the joints rather than across the middle. Concrete will crack — the joints decide where. Around a pool, expansion material between the deck and the coping matters, because a slab that pushes on coping will lift it.
Pavers
Concrete pavers or clay brick on a compacted base with a bedding layer. The real advantage in our conditions is that pavers are individually resettable. When a corner does settle, and on a lot with soft ground something usually does eventually, you pull the pavers, add base, and put them back. A poured slab in the same position gets sawcut and replaced. Pavers also handle a small amount of ground movement without telegraphing a crack across the whole deck.
Travertine and natural stone
The best surface underfoot in a Greenville August. Travertine stays noticeably cooler than concrete in direct sun, which matters when you have three months where the deck is genuinely too hot for bare feet in the afternoon. It costs more, needs a well-built base, and wants sealing on a cycle.
Heat, not frost, is our surface problem
Deck advice written for northern states obsesses over freeze-thaw damage and de-icing salt. We get a handful of hard freezes a winter here and almost no salt use. Our surface enemies are different: relentless UV, surface temperature, and organics. Pollen in April, leaf tannin in fall, and the algae and mildew that grow on any shaded, damp concrete in a humid climate. Under mature loblolly and oak canopy — which is most of the older Greenville neighborhoods — a north-facing deck section will green up every year without intervention.
What that means practically: choose lighter colours, because a dark stamped deck in full sun near Bells Fork gets hot enough to be unusable at 4pm in July. Choose textures with real slip resistance, since our decks are wet and often have a film of pollen on them. And plan to clean rather than to de-ice.
Deck rules that come from the code
Bonding, barriers and setbacks
Any reinforcing steel in a pool deck within about three feet of the water has to be part of the equipotential bonding grid required under Article 680 of the electrical code, tied together with the shell steel or panel structure, the ladders and handrails, and the equipment. This is not optional and it is inspected. It is also impossible to add after the concrete is poured, which is why the deck schedule and the electrical schedule have to line up.
The required barrier is at least 48 inches high with self-closing, self-latching gates. Deck layout frequently determines where the fence can run, so decide the barrier line before the deck is formed rather than after.
Local zoning sets how close hard surface can come to a property line, and impervious surface limits apply in some districts and in most HOA covenants. On septic lots, deck area over a drainfield or its repair area is generally not permitted, and that constraint often reshapes a deck plan more than any aesthetic choice does.

Questions people ask before they build
How big should my pool deck be?
Four feet of walkable surface all the way around is the practical minimum, and it will feel tight. Most people are happiest with a generous area on one side for furniture, six to twelve feet deep, and a narrower path elsewhere. Think about where the sun is at 5pm before you decide which side gets the seating, because in a Greenville summer the shaded side is the useful side.
Will my concrete deck crack?
Concrete cracks. The purpose of control joints is to decide where. A properly jointed, adequately thick slab on a compacted base cracks in the joints and nowhere else, and you never notice. Random cracking across a deck usually means the joints were cut too late, spaced too far apart, or the base underneath settled.
Why does part of my deck sit lower than the rest?
The backfill around the pool consolidated. In sandy soil this can continue for years if the material was never compacted in lifts during construction. Pavers can be lifted and reset. A poured slab has to be cut out and replaced, or in some cases lifted by injection. Either way the base has to be fixed first or the same thing happens again.
Should the deck slope toward the pool or away from it?
Away, essentially always. Water running into the pool carries dirt, grass clippings and fertiliser, which means chemistry problems and a dirty filter. A fall of roughly a quarter inch per foot away from the water is standard, with a plan for where that water goes once it leaves the deck.
What deck material stays coolest?
Travertine and light-coloured natural stone are noticeably cooler than concrete. Light broom-finish concrete is next. Dark stamped concrete and dark pavers get hottest, and in July here that difference is not academic. If bare feet matter to you, spend on colour and material before you spend on pattern.
Can you build a deck around a pool that is already in the ground?
Yes, and it is common with older vinyl and fiberglass pools where the original deck has failed. The work involves protecting the coping and liner track, checking whether the backfill needs re-compacting, and confirming the bonding grid is intact and can be tied to the new deck steel. On an older pool that last item is worth checking regardless of the deck.
